Go to Lead Management → Lead Group in the left sidebar menu.

Create a Lead Group
Click + Create Lead Group.

How to Create Lead Groups
Organize leads into named batches for campaign runs, data purchase segments, or targeted customer lists that feed the Ringingo dialer.
Lead Groups are named batches of lead records. A Lead Group typically represents a campaign run, a data purchase batch, or a specific customer segment. When launching a campaign, administrators assign one or more Lead Groups to supply the dialer with contacts.
